CALIFORNIA ENERGY EFFICIENCY STRATEGIC PLAN SENIOR FELLOW THE CALIFORNIA PUBLIC UTILITITES COMMISSION IS SEEKING A SENIOR-LEVEL FELLOW TO PROVIDE HIGH LEVEL LEADERSHIP AND TO GUIDE IMPLEMENTATION OF THE CALIFORNIA ENERGY EFFICIENCY STRATGIC PLAN. Job Description for Senior Fellow: Under the general direction of Energy Division management and working with CPUC staff, the Senior-level Fellow will provide high level leadership and guidance towards implementation of the California Energy Efficiency Strategic Plan (CEESP), adopted September 18, 2008 by the California Public Utilities Commission (available for review at: www.californiaenergyefficiency. com). As part of his/her responsibilities, the fellow will maintain successful professional working relationships with CPUC management, CPUC staff, and a wide range of stakeholders, including utilities. These responsibilities include: 1. Supporting the CPUC as a technical and organizational team leader and working directly with a team of up to twenty five individuals to develop CEESP implementation Action Plans for the 2009-2011 period. Implementation Action Plans are under development in the following areas, for which fellow guidance and support will be needed: Zero Net Energy commercial and residential sectors; existing commercial and residential sectors; industrial sector; local government; HVAC. Additional guidance is needed for the development and initial implementation of a ten year strategy for energy efficiency lighting in California. 2. Providing technical and policy expertise in one or more energy efficiency areas listed below, with priority given to those with specific expertise in energy efficiency financing, as well as in comprehensive commercial and/or residential building energy efficiency. The Senior Fellow will be expected to lead Action Plan development and implementation in one or more of the areas listed below. 3. Supporting the CPUC and our consultants in the establishment of working groups/task forces in a subset of the areas identified below to refine and implement the implementation Action Plans, including: a. developing a phased schedule for overall CEESP implementation work; b. supporting the CPUC in defining the composition for each group and support convening the groups, as needed; c. supporting the CPUC in defining the scope of work of the groups, including mission statement, goals, products and schedules; d. defining an administrative structure to support the working groups; e. assisting CPUC management and staff in determining appropriate organizational roles for those who will execute Plan activities including the determination of lead responsibilities; f. identifying funding and in-kind resources to achieve CEESP goals; g. adopting and launching implementation work plans/roadmaps in a subset of the areas listed below, consistent with and in support of the CEESP, with attention to consensus-building and determination of lead organization responsibilities. 4. Assisting the CPUC in identifying important roles and contributions of other state agencies (especially the California Energy Commission, California Building Standards Commission, Contractors State Licensing Board, and educational institutions), United States Department of Energy (US DOE) and national laboratories; other western states; and national energy, building, and appliance and equipment industries and their representatives. 5. Assisting the CPUC in undertaking regional, national, and international collaboration efforts for goals and strategies in the Plan that can be linked to efforts beyond California. This effort includes integrating and coordinating the key working group efforts with similar efforts nationally and internationally. Required Experience and Qualifications: • Extensive technical and policy expertise in energy efficiency program development and implementation in one or more of the areas listed below: o Finance for energy efficiency and demand side management programs o Zero Net Energy Buildings (commercial and/or residential buildings) o Whole House Energy Performance o HVAC o Local Governments o Lighting o Industry • Extensive energy efficiency policy and strategy expertise • Significant experience (five years or more desirable) in the energy efficiency sector • Knowledge of the California energy efficiency field and its key stakeholders • Knowledge of the CPUC and CEC regulatory processes • Experience facilitating and coordinating diverse stakeholder groups, such as building designers, builders, contractors, local governments, manufacturers, and lending professionals and their trade associations. • Excellent communication skills • Self starter, demonstrated ability to take initiative and work independently, while also coordinating and serving in a collegial fashion with CPUC and CEC staff, and outside stakeholders. Other desired expertise: • Published reports, articles or similar analytical work in one or more of the areas mentioned above • Excellent contacts in energy efficiency field in California and regionally Expertise in developing or implementing complex Strategic Plans at state, regional, or national levels. • Meeting facilitation Compensation: This position is funded by a national foundation that values the leadership actions of California and sees significant value in developing the Plan to act as a model for nation-wide consideration. The Senior-level Fellow will not be an employee of the CPUC or the State of California. The contract term will be for an initial period of one year, with anticipated extension for a second year, assuming the fellowship is productive to the mutual satisfaction of the Foundation, the Fellow, and the CPUC. The Contract will provide a highly competitive salary, an allowance for benefits, travel expenses for ground/air travel and related expense for 8-12 in-state trips and 2-4 out-of-state trips annually. BACKGROUND INFORMATION: The California Public Utilities Strategic Plan Initiative The CPUC, with support from the Governor’s Office, the California Energy Commission (CEC), the California Air Resource Board (CARB), the state’s utilities, local government, and others, developed and adopted the “California Long-Term Energy Efficiency Strategic Plan” (Plan) in September 2008. This Plan sets forth California’s first statewide roadmap for the achievement of cost-effective energy efficiency in the state’s electricity and natural gas sectors through 2020 and beyond. Over 40 public workshops and meetings were held; and more than 500 individuals and organizations provided input into the Plan. The Plan and supporting materials are available at www.californiaenergyefficiency.com. The Plan addresses four end-use market sectors: • Residential, including Low Income • Commercial • Industrial • Agriculture The Plan also addresses seven cross-cutting areas: • Heating, Ventilation and Air Conditioning (HVAC) systems • Demand Side Management (DSM) Coordination and Integration • Workforce Education and Training (WE&T) • Marketing, Education and Outreach (ME&O) • Research and Technology • Codes and Standards • Local Governments In addition, work to develop a ten year plan on energy efficiency lighting in California is currently underway. For each of these 12 topics, the Plan sets forth specific goals, goal results and general implementation strategies. The Plan also includes specific actions to achieve the CPUC’s Four “Big, Bold Energy Efficiency Strategies,” which are encompassed in one or more of the eleven topics above: 1. All new residential construction in California will be zero net energy by 2020. 2. All new commercial construction in California will be zero net energy by 2030. 3. The HVAC industry and market will be transformed to ensure that its energy performance is optimal for California’s climate. 4. All eligible low-income customers will be provided all cost-effective energy efficiency measures in their residences by 2020. The CPUC has coordinated with the CARB so that the CARB’s AB 32 Scoping Plan will cross-reference the Plan and the energy efficiency goals and strategies set forth in the Plan. The CPUC also has coordinated with the CEC to embrace shared goals and visions for ZNE buildings, air conditioning market transformation, and tools and techniques to achieve energy efficiency in existing homes and commercial buildings. The CPUC is committed to ensuring that its decision authorizing and funding the investor owned utilities’ energy efficiency program portfolios for the period 2009-2011 will provide a significant springboard for implementing numerous components of the Plan, by funding applicable utility programs consistent with the Plan. The CPUC also commits to continued leadership in working with other state agencies, regional organizations, the federal government, utilities, and the private sector to implement the Plan.
