About the Organization
The Regulatory Assistance Project (RAP) is a small, high impact NGO focusing on the sustainable development of the power and natural gas sectors. We provide policy development, research, analysis, and technical assistance to public officials globally on a broad range of issues including end-use energy efficiency and demand management, renewable resources, electric and gas utility structures and markets, utility regulation, pricing, transmission and distribution, intersections with carbon markets and policies, and other power and gas sector issues touching on issues of sustainability. RAP has worked extensively in the US since 1992, in China since 1999, and has assisted governments in more than 18 nations and 50 states and provinces. See www.raponline.org for more information.

In addition to the expertise of its own staff, RAP functions as the hub of a network of high-level experts working around the globe. The network consists of RAP employees and many international consultants. RAP is now expanding operations worldwide, with new programs in Europe, India and Latin America joining our well-established US and China programs. The bulk of RAP’s work is managed at the country or regional level. Much of our work in Europe is coordinated with the European Climate Foundation (ECF), which has major offices in The Hague and Brussels, and program officers in Berlin, London, and Warsaw. Our goal is to assist government officials and power and gas enterprises to identify and implement policies to increase energy efficiency, reduce emissions, and improve the overall economic and environmental performance of Europe’s power and gas sectors. While RAP’s advice to governments is always independent, we also advise and will work with other stakeholders, including business associations, NGOs, and the ECF’s grantees.

Senior Advisor – European Power and Climate Policy
The Regulatory Assistance Project (RAP) seeks to hire an experienced Senior Advisor with a background in energy and environmental policy, and a particular focus on electric power, natural gas, climate policy, and/or utilities regulation. The Senior Advisor will assist the program on a senior consulting basis, either full- or part-time. The Senior Advisor will provide a high level of expertise and seasoned professional experience to help guide RAP’s work in Europe, and where appropriate, to deliver policy and technical assistance to governmental and industry decision-makers in coordination with the RAP team. The Senior Advisor will report to the RAP Regional Director.

Primary Duties and Responsibilities
The Senior Advisor will:
• Work with the RAP Regional Director, the RAP team, and our policy partners to help design and implement our strategic plan, so as to focus EU-wide and Member State policy initiatives on those that have the greatest potential to deliver sustainable energy and environmental outcomes.
• Help create public policy ideas, select best practices for public and industry consideration, and open opportunities to affect public policy-making throughout the region.
• Provide expert professional and technical assistance to RAP, our policy partners and to governments, regulators, and industry in selected areas where the Senior Advisor has significant professional experience.

Skills and Qualifications:
The successful applicant will possess the following skills and qualifications:
• At least 10 years’ experience in Europe in some of the substantive issue areas that RAP works in.
• Senior-level experience in energy industries, renewable power, energy regulation, climate/environmental regulation, and/or relevant governmental service. Experience with, and knowledge of, European power and/or gas systems and regulations is a strong plus.
• Broad understanding of the economic, political, and technical conditions shaping European policies for sustainable energy.
• Proficiency in English and at least one other major European language, including proficiency in reading and writing at a professional/technical level. Additional language skills will be a plus.
• Excellent qualitative research skills and strong quantitative skills, including the ability to understand and critically evaluate climate and/or economic modeling and analysis.
• Excellent written and oral communication skills, intellectual creativity, and a demonstrated ability to work effectively in teams and to take initiative when appropriate.
• This position can be structured either on a full-time basis, or on a part-time (minimum 30% time) basis, depending on circumstances.

Compensation and Benefits
The expected start date for this position is January 2010. The position will ideally be located in Brussels, Belgium, but this is not required. RAP offers an excellent benefits package and a competitive salary that is commensurate with experience.
