The Regulatory Assistance Project (RAP) is a small, high impact NGO focusing on the sustainable development of the power and natural gas sectors. We provide policy development, research, analysis, and technical assistance to public officials globally on a broad range of issues including end-use energy efficiency and demand management, renewable resources, electric and gas utility structures and markets, utility regulation, pricing, transmission and distribution, intersections with carbon markets and policies, and other power and gas sector issues touching on issues of sustainability. In addition to the expertise of its own staff, RAP functions as the hub of a network of high-level experts working around the globe. The network consists of RAP employees and many international consultants. RAP is now expanding operations worldwide, with new programs in Europe, India and Latin America joining our well-established US and China programs. The bulk of RAP’s work is managed at the country or regional level. Much of our work in Europe is coordinated with the European Climate Foundation (ECF), which has major offices in The Hague and Brussels, and program officers in Berlin, London, and Warsaw. Our goal is to assist government officials and power and gas enterprises to identify and implement policies to increase energy efficiency, reduce emissions, and improve the overall economic and environmental performance of Europe’s power and gas sectors. While RAP’s advice to governments is always independent, we also advise and will work with other stakeholders, including business associations, NGOs, and the ECF’s grantees.

European Liaison– Climate and Energy Policy
The Regulatory Assistance Project (RAP) seeks to hire a European Liaison to work with senior RAP staff to coordinate and implement all aspects of RAP’s EU-wide initiatives on power regulation, clean energy and climate policies. The European Liaison will help maintain RAP’s European professional relationships, organize meetings for regional experts, conduct research and assist in RAP’s strategic planning. This is an excellent opportunity for an individual who would like to develop solutions to Europe’s most pressing climate problems. The ideal candidate has excellent coordination skills and has existing relationships within the European energy, environment and/or climate field. The European Liaison will report to the RAP Director of European Programs.

Primary Duties and Responsibilities
The European Liaison will:
• Provide a consistent RAP presence in Europe, based in RAP’s Brussels office. RAP experts tend to spend one week to two months in Europe at a time. The Liaison will be responsible for ongoing communications with European institutions, and briefing experts on the status and needs of all ongoing projects.
• Work with the RAP Regional Director and RAP Principals in substantive strategic planning and facilitate outreach to government agencies, regulatory bodies, power and gas enterprises, and NGOs both in Brussels and throughout Europe.
• Coordinate and help manage the substantive work of the RAP Principals and international experts engaged in the region, and assist international experts being brought to Europe to maximize their effectiveness in Brussels and in the Member States.
• Conduct ongoing primary research, as part of RAP’s research team, in coordination with ongoing research efforts of European governments, enterprises, and NGOs, and with our team of international experts.
• Help to organize workshops, seminars, and other means of information sharing among governmental decision-makers, international experts, the regional team, ECF’s program officers and grantees, and the rest of the RAP network.
• Regularly communicate strategies, progress, and issues to others at RAP and in the international network.
• Establish and strengthen channels of communication and influence through building effective working relations with European experts, professionals, and policy-makers throughout the region.

Skills and Qualifications:
The successful applicant will possess the following skills and qualifications:
• At least 5 years of relevant experience with the issue areas and/or institutions RAP will work with.
• A sound understanding of and demonstrated interest in public policy options for supporting clean technologies, particularly energy efficiency and renewable power, and reducing the emissions of greenhouse gases.
• Broad understanding of the economic, political, and technical conditions shaping European policies for sustainable energy.
• Professional experience is strongly desired in at least one of the following areas: (a) the energy industry, or the regulation of the energy industry, particularly the power sector; (b) European government agencies and processes; (c) environmental/climate law and policy. At least one degree in economics, international relations, business administration, environmental studies, engineering, or a related field. Advanced qualifications in these fields is usual for RAP staff, and is a plus.
• Proficiency in English and at least one other major European language, including proficiency in reading and writing at a professional/technical level. Additional language skills will be a plus.
• Excellent qualitative research skills as well as strong quantitative skills, including the ability to work with and apply results from climate and economic models.
• Proficiency in using spreadsheet and presentation (e.g., PowerPoint) software programs.
• Strong organizational skills, excellent written and oral communication skills, and a demonstrated ability to work effectively in teams and to assert initiative and leadership when appropriate.
• Self motivated and directed.
